August 2019 DHA Clinical Communities Speaker Series
The Defense Health Agency (DHA), J-7, Continuing Education Program Office (CEPO) Clinical Communities Speaker Series events are designed to address the professional practice gaps of our learners in order to improve the care that our healthcare professionals deliver. These educational series are intended to achieve results that reflect a change in skills, competence, and performance of the health care team, and patient outcomes. Collaboration occurs with the Department of Defense, several government agencies, and academic partners, and other civilian experts for recruitment of academic subject matter experts, clinicians, and researchers to present on current promising, evidence-based research and best practices, thus enhancing the overall educational experience provided to our participants. Participants are expected to apply what they learned in providing patient care individually and collaboratively as a team towards improved patient outcomes.
This activity is designed to meet the educational needs of Physicians, Nurses, Pharmacists, Pharmacy Technicians, Physician Assistants, Optometrists, Social Workers, Psychologists, Case Managers, Counselors, Occupational Therapists, Physical Therapists, Kinesiotherapists, Healthcare Executives, and other health care professionals who support/ care for U.S. active-duty service members, reservists, Coast Guard, Public Health Service, National Guardsmen, military veterans and their families.
The topics covered offer Continued Education (CE) accredited content to all health care providers and support the full range of military operations in order to sustain the health of all those entrusted to DHA’s medical care. The event will:
- Instruct health care providers on successful implementation of relevant evidence-based and best practice strategies for the healthcare team.
- Demonstrate how learning new skills will improve overall readiness, health outcomes, and possibly reduce unnecessary costs.
- Engage learners in specific training and case vignettes for the application of acquired skills in instilling the importance of applying improvements in the collaborative team approach, which results in positively impacting patient care.
This event will highlight innovations in health care from the Department of Defense Centers of Excellence and top community of practice groups. The educational content will be created by Subject Matter Experts in the ethical, research, technological, and medical domains of military and civilian health care sectors. The primary focus of this event aims to enhance the quality of patient outcomes and population health by providing advanced continuing education opportunities to improve the practice, skills, and knowledge of health care providers across the Military Health System (MHS).
This Continuing Education (CE) activity is provided through DHA J-7 CEPO and is approved for a maximum total of 8.0 CE credits.

Frederick Lough, Army Col., USA, MC, MD, FACS
Director of the Department of Defense Medical Ethics Center
Deputy Chair of the Uniformed Services University & Walter Reed National Military Medical Center (WRNMMC) Department of Surgery
COL Frederick Lough was educated at the United States Military Academy and received his Medical Degree from The George Washington University School of Medicine. He trained as a General Surgeon and as a Thoracic and Cardiovascular Surgeon at Walter Reed Army Medical Center.
He served as a General Surgeon in Korea and as Chief of Thoracic Surgery at the Presidio of San Francisco. He was commissioned in the Reserves in 2007, where he volunteered twice for deployments in Afghanistan as a combat surgeon. He returned to active duty in 2013.
In the civilian setting, he was the Chief of Cardiac Surgery at the Reading Hospital and Medical Center in Pennsylvania, then as the Director of Cardiac Surgery at the George Washington University Hospital in D.C.
Currently, COL Lough is the Director of the DoD Medical Ethics Center and Deputy Chair of the Uniformed Services University & WRNMMC Department of Surgery.
Joshua Girton, JD, LLM, MBA

Mr. Joshua Girton is the Deputy Director, Department of Defense Medical Ethics Center and Assistant Professor at Uniformed Services University of the Health Sciences. He also serves as an Adjunct Professor of Law at the US Naval Academy.
Prior to his current position, Mr. Girton was an Associate General Counsel within the USU Office of General Counsel (OGC). He was an officer and judge advocate in the United States Marine Corps. His honors and awards include multiple military decorations, awards for teaching excellence at USNA, election as an honor graduate from both of his law programs, and the recipient of the Dan Carter-Earl Tedrow Memorial Award.
Mr. Girton education includes a BA in English from Emory University, JD from Washington University, LLM in Global Health Law and International Institutions from Georgetown University Law Center and the Graduate Institute of International and Development Studies in Switzerland, and MBA from Duke University.

COL Reynolds is board certified in ophthalmology and public health/preventive medicine and has served in a variety of positions across the Army.
He has deployed as both an ophthalmologist and command surgeon.
His current focus at the Vision Center of Excellence is the prevention, mitigation, and rehabilitation of ocular injuries and vision-threatening conditions across the continuum of eye care.

Dr. Regan "The Stig" Stiegmann (Capt, USAF, MC) is a Flight Surgeon who focuses on Human Performance Optimization via Lifestyle Medicine.
Since 2017, she has worked at the USAF Academy in Colorado Springs where she has successfully stood up one of the Air Force's first Lifestyle and Performance Medicine consultation services within the Operational Medicine Flight.
She completed her Preventive Medicine residency training at the Uniformed Services University of the Health Sciences in Bethesda, MD in 2017.
Dr. Stiegmann has served as an at-large member on the Board of Directors for the American College of Lifestyle Medicine, as a Co-Founder of the American College of Lifestyle Medicine's Professionals in Training (PiT), and as the Lifestyle Medicine chair for the American College of Preventive Medicine-Young Physician Section.
She received her medical degree from Rocky Vista University College of Osteopathic Medicine (RVUCOM) in Parker, CO including a military medicine honors track.
Michael LaFountaine, EdD, ATC

Development National Center of Excellence for Medical Consequences of Spinal Cord Injury
Dr. Michael La Fountaine received his Doctoral Degree in Applied Physiology from Columbia University in 2008.
His current research agenda is focused on developing a more robust appreciation for how genetic variability of autonomic receptors, and their subtypes, contribute to cardiovascular autonomic control in otherwise healthy humans, and that which may occur in response to different models of neurological trauma (e.g., traumatic brain injury and spinal cord injury).
His past and recent work describes the pathogenesis of autonomic dysfunction in response to acute (e.g., concussion, mild traumatic brain injury) and chronic (e.g., spinal cord injury) neurological trauma.
Dr. LaFountaine received the Researcher of the Year Award in the School of Health and Medical Sciences (2014, 2018) at Seton Hall University, and the New Investigator Award (2013) in the American College of Sports Medicine. He was recently elevated to Fellow status in the American College of Sports Medicine (2018).
Laurie Lutz, PhD

Dr. Laurie Lutz is currently serving as the Chief of Training, Education and Simulation for the Extremity Trauma and Amputation Center of Excellence (EACE).
She established the Amputation Care ECHO in October of 2017; the first ECHO to address amputation care in the Department of Defense. EACE's Amputation Care ECHO has now grown to include Military Treatment Facilities, Veterans Affairs and civilian providers involved in amputation care.
Dr. Lutz attained both her bachelors and master’s degrees at Texas State University in San Marcos, Texas and her doctorate degree from Texas A&M University, located in College Station, Texas.
Sharon Morgan, MSN, RN, NP-C

Ms. Sharon Morgan is currently working at the Defense Health Agency as a Nurse Consultant for the Connected Health Branch which is located in Medical Affairs.
She is a Registered Nurse (RN) and a certified Adult Nurse Practitioner (NP-C). She has over 25 years of clinical nursing experience working in diverse practice settings such as critical care, hospice and palliative care, integrative health and underserved populations in Guatemala. Prior to a career in nursing, Ms. Morgan was a Military Intelligence Officer and Geopolitical Analyst.
Joanna Katzman, MD, MSPH
Joanna Katzman, is currently a Professor of Neurology at the University of New Mexico, and the Senior Associate Director of the ECHO Institute. In 2008, Dr. Katzman began the ECHO Pain and Opioid Management teleECHO program. This program has been replicated by the Department of Defense, the Department of Veterans Affairs, the Indian Health Service, over 30 academic medical centers and the province of Ontario in Canada.
Dr. Katzman earned her medical degree from Yale University, her Master’s in Public Health from the University of California in Los Angeles and her Bachelors of Art in human biology from Stanford University.
Dr. Katzman is a special governmental employee for the Food and Drug Administration (FDA), has served on two Institute of Medicine (IOM) Committees related to the Gulf War and Health.

Ms. Connie Morrow received her Master of Arts in Education/Adult Education and Training from the University of Phoenix, her Certificate in Respiratory Therapy from Houston Community College and her Bachelor of Science from Abilene Christian University.
She is currently serving as the Training Program Administrator for the Diabetes Center of Excellence Outreach Team at Wilford Hall Ambulatory Surgical Center, JBSA-Lackland AFB, a position she has held for seven years.
Ms. Morrow has over 18 years of health care staff development experience, training and course development. She is a Subject Matter Expert in Diabetes management as well as adult education and training with a specialty in online learning and online course design and development.

Dr. Andrew Fallon is a Clinical Audiologist for the Department of Defense Hearing Center of Excellence (DoD, HCE). Dr. Fallon serves as a subject matter expert, both leading and providing support for HCE research and clinical endeavors using his background knowledge in information technology. Projects currently underway include facilitating the use of online learning management systems, standardization of clinical coding, TeleAudiology standards, migration and merging of legacy and current day patient information data bases and the systematic evaluation and implementation of next-generation clinical testing software.
Dr. Fallon earned his Doctorate in Audiology from the University of Florida at Gainesville.
Prior to coming to work for the DoD, Dr. Fallon has served previously as both a Clinical Audiologist and as program director for an adult cochlear implant program. Dr. Fallon has previously worked as a software programmer designing and creating Electronic Medical Records (EMR) software for private-practice Audiology clinics.

Dr. Joshua C. Morganstein is Associate Professor and Assistant Chair in the Department of Psychiatry and Assistant Director of the Center for the Study of Traumatic Stress at the Uniformed Services University of the Health Sciences in Bethesda, MD. He leads the Disaster Mental Health education and consultation services at the Center for the Study of Traumatic Stress and provides disaster mental health subject-matter expertise to federal, national, and global organizations.
Dr. Morganstein is Chair of the American Psychiatric Association’s Committee on the Psychiatric Dimensions of Disaster and a Captain in the Commissioned Corps of the U.S. Public Health Service.
Dr. Morganstein advised on the United Nations’ 2015 Sendai Framework for Disaster Risk Reduction and co-authored the first Curriculum Recommendations for Disaster Behavioral Health Professionals.
Dr. Morganstein has also authored a range of articles, chapters, and technical reports on the mental health impact of various disaster events including natural disasters, mass violence, terrorism, pandemics, and nuclear exposure.
