Lynn Hallard, MSLS

Ms. Lynn Hallard, MSLS, currently serves as the Program Director of the Defense Health Agency's Research and Engineering Implementation Science Program (ISP). Serving as strategic lead and resource manager, Ms. Hallard’s leadership has cultivated a robust network of implementers within the DHA, supporting 18 clinical project partnerships between 2016-2025. ISP’s 12-Month Implementation Science Adoption Pilot, a longitudinal multimodal study, demonstrated that former R&E ISP partners improved IS adoption by 46%, contributing to long-term healthcare delivery success.
Ms. Hallard previously served as a Senior Medical Librarian for the former Defense Centers of Excellence for Psychological Health and Traumatic Brain Injury (DCoE). She was responsible for developing and executing the product lifecycle management process and dissemination strategies for clinical content.
Prior to joining the Department of Defense, Ms. Hallard served as the Director of Internal Communications at AARP Services Inc. In addition, she held several positions including Director of Marketing and Information Services during her 14 years with The Lewin Group.
Ms. Hallard has a Master of Science in Library Science from The Catholic University of America and a Certificate of Implementation and Dissemination Science from the University of Maryland.
