Target Audience

This activity is designed to meet the educational needs of physicians, nurses, physician assistants, pharmacists, pharmacy technicians, optometrists, psychologists, social workers, healthcare executives, and other health care professionals who support/care for U.S. active-duty service members, reservists, National Guardsmen, military veterans and their families.

Mr. Guy T. Kiyokawa

Deputy Director, Defense Health Agency

Mr. Guy Kiyokawa is the Deputy Director of the Defense Health Agency (DHA), Falls Church, VA. The DHA is a joint Combat Support Agency enabling the Army, Navy, and Air Force medical services to provide a medically ready force and ready medical force in peacetime and wartime. As deputy director, he helps lead a workforce of over 10,000 military and civilian personnel at locations around the world. 

Prior to joining the senior executive service, Mr. Kiyokawa served in the U.S. Army as a Medical Service Corps officer. Initially an Aeromedical Evacuation Pilot, flying UH-1V Hueys, he served at all levels of the Military Health System in clinics, community hospitals, regional medical centers, regional medical commands, including time as the Executive Assistant to the Army Surgeon General, Lieutenant General James B. Peake. 


As the Director for Facilities, US Army Medical Command, he was responsible for all facets of life cycle management for 33.4 million square feet of medical infrastructure, and served as the senior government representative during design, construction, transition, and initial outfitting of new medical facilities. He completed his military service as the Chief of Staff of the DHA, where he played a pivotal role in standing up the Defense Health Agency.   


Mr. Kiyokawa was born and raised in Honolulu, Hawaii. He holds a Master’s Degree in Health Administration from Baylor University and a Bachelor of Science in Civil Engineering from the University of Southern California, and is a Diplomate in the American College of Healthcare Executives.

Lead Ethics Attorney

Laurie Powell Rafferty is the lead ethics attorney for the Defense Health Agency (DHA). She has held this position since 2008. Prior to DHA, Laurie was an ethics attorney for the U.S. Department of Commerce, the National Aeronautics and Space Administration, and the U.S. Office of Government Ethics.

She has given numerous presentations on the Criminal Conflict of Interest Statutes and the Standards of Conduct regulation, and reviewed tens of thousands of financial disclosure reports.

Laurie also practiced in the Employment and Labor Law area for the Defense Contract Audit Agency, the Resolution Trust Corporation, and the Commerce Department.

Prior to her Government service, Laurie worked for a small, private law firm in Washington, DC. Laurie graduated from the College of William and Mary in Virginia with an AB in English, and the George Mason University School of Law with a JD.

She is a member of the Virginia, Maryland and District of Columbia bars.
