Felicia Truong, Ed.D., PMP
Dr. Felicia Truong is currently serving as a Deputy Division Chief of the EXCEL Division at the Defense Health Agency, bringing extensive experience in educational program development and management. She shapes medical leader education, analyzes curricular program data, contributes to education and training guidance development, and ensures continuing education (CE and CME) initiatives run smoothly.
Before joining the Education and Training Directorate, she supported service members through the Veterans Affairs Transition Assistance Program (TAP), where she oversaw and designed benefits and services curricula and learning experiences that impacted over 250,000 individuals transitioning out of the military and their family members. She also spent ten years developing, piloting, and studying the impact of targeted curricular programs on student and teacher outcomes while maximizing the use of technology.
Dr. Truong completed her doctoral studies in Educational Administration and Policies at The George Washington University, where she later served as a doctoral methodologist. She also earned a Master of Science from Trinity University-Washington and a Bachelor of Science in Microbiology from the University of Maryland, College Park.
